495 Express Lanes Documents
This project is the result of a public-private partnership between the Virginia Department of Transpsortation and and Fluor-Transurban. Under this partnership agreement, VDOT will own and oversee the lanes and Fluor-Transurban will build, operate and provide routine maintenance on them.
The Public-Private Transportation Act (PPTA) of 1995 is the legislative framework that enables the commonwealth and local governments to enter into agreements with private entities to acquire, build, improve, maintain, and/or operate qualifying transportation facilities. The act provides a unique mechanism for supplementing public funds available for transportation in the commonwealth. Click here for more information on the PPTA, guidelines, projects and proposals.

Environmental/Public Involvement
The National Environmental Policy Act (NEPA) requires the Federal Highway Administration (FHWA) to consider potential environmental consequences of transportation improvements, document the analysis, and make the information available to the public for comment before implementation.
