95 EXPRESS LANES OPENING
Beginning today, December 12 through Sunday, December 14, all Express Lanes signage will be unveiled. All HOV lanes will be closed starting the evening of Friday, December 12 until the evening of Sunday, December 14. Mobile lane closures on the regular lanes of I-95/I-395 also will take place.
The evening of Sunday, December 14 the new roadway improvements will open including:
Nine-mile extension from Dumfries to Garrisonville Road
Third lane from Prince William Parkway to the vicinity of Edsall Road on I-395
All new entry and exit points
From December 14 - 28, when the new capacity is open, HOV rules will continue to be in effect. The HOV regulatory signs will remain in place and dynamic message signs (DMS) will communicate the HOV rules.

MAJOR LANE CLOSURES ON I-95/395 THIS WEEKEND, DEC. 12-14
Closures needed for opening new 95 Express Lanes roadway improvements; drivers should expect delays
The Virginia Department of Transportation (VDOT) announces that all HOV lanes on I-95/395 will be closed starting the evening of Friday, December 12 until the evening of Sunday, December 14, as crews prepare to open the new 95 Express Lanes roadway improvements. Additionally, there will be lane closures on the regular lanes of I-95 North and South, including mobile closures that will move throughout the entire 29-mile corridor, which extends from near Garrisonville Road in Stafford County to Edsall Road in Fairfax County.

General Lane Closure Info
The Lane Closure Bulletin provides commuters like you a weekly heads-up on what to expect around major construction areas in the Northern Virginia area. It lets you know about closures related to the I-95 Express Lanes project, the Dulles Metrorail project, the I-95 Shoulder Improvement project, and any other notable construction-related closures in the region.
While much of the Virginia Megaprojects' construction takes place behind barriers, lane closures are necessary at certain times. Generally no lane closures will occur during rush hours - 5 a.m. to 9:30 a.m. and 3:30 p.m. to 9 p.m. on weekdays. Nighttime closures occur between 9:30 p.m. and 5 a.m. Monday through Thursday, and between 11 p.m. and 9 a.m. Friday and Saturday nights unless otherwise noted. Daytime closures occur Monday through Thursday between 9 a.m. and 3:30 p.m., and Friday between 9:30 a.m. and noon unless otherwise noted.
95 Express Lanes project- Northbound Daytime closures occur Monday through Thursday between 9:30 a.m. and 3:30 p.m., and Friday between 9 a.m. and noon unless otherwise noted.
95 Express Lanes Project Southbound Daytime closures occur Monday through Thursday between 8 a.m. and 2 p.m., and Friday between 8 a.m. and 11:00 a.m. unless otherwise noted.
